Create a DOS USB boot disk from Windows 7

Download and install HP_USB_Boot_Utility.exe
Download and extract usbdos.zip

Plug in your USB stick
Copy everything off it you want to keep because it will be formatted.
Run the installed HP USB Disk Storage Format Tool
Select the USB disk, FAT filesystem, tick 'Create a DOS startup disk' and point it at the extracted usbdos

The disk should now be bootable and you can copy and firmware and flashing utilities you need to onto the disk. The final step now is to go into the BIOS of the computer you need to boot into DOS and change the boot order to boot from USB first.
